The answer is: A central government assigns power and duties to smaller units of government within the country.

In a unitary government, we create a centralized system of government and ensure that the central government have complete authority over other establishments in the country.

This means that the states in countries with unitary government would not have the right to create their own law like in united states. They only act as the extension of the federal government.
