y = 2x + 4...slope = 2...a parallel line will have the same slope.

y = mx + b
slope(m) = 2

now we sub, we are looking for b, the y int
8 = 2(3) + b
8 = 6 + b
8 - 6 = b
2 = b

so ur parallel line is : y = 2x + 2
